FDCT Convenes Meeting to Prepare Guidelines for Macao Key R&D Projects Funding Scheme

        The Science and Technology Development Fund (FDCT) convened a meeting in Zhuhai from 10 to 12 May to prepare guidelines for 2023 Macao Key R&D Projects Funding Scheme. FDCT Administrative Committee member Ip Kuai Lam, FDCT S&T consultant Liu Lianggang, and Division Director of the China Science and Technology Exchange Center (CSTEC) Guan Haibo, attended the meeting. Other invited attendees include 34 mainland experts from such fields as artificial intelligence, precision medicine, traditional Chinese medicine R&D, chip design, environmental protection and disaster prevention & mitigation, as well as 41 experts from the counterpart sectors in Macao.

        Ip Kuai Lam delivered a speech and said that FDCT, following the “1+4” moderate and diversified development strategy of the SAR government, has proactively adjusted the funding directions, built a funding system to support enterprise innovation and R&D, as well as facilitated application-oriented research, achievement transformation, industry-university-research partnership, enterprise innovation, and among others. The Key R&D Projects Funding Scheme is one of the work priorities. Since its launch in 2019, it has received active response from local research teams. As its funding scope extended to enterprises this year, the Scheme finally solicited 44 proposals. Taking into consideration the layouts, development plans and industry catalogues of Macao and the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, FDCT has decided to prepare guidelines for five fields, namely artificial intelligence, precision medicine, traditional Chinese medicine, chip design and environmental protection. He insisted that the guidelines must be tailored to meet the needs of the country and fit the strengths of Macao. By fully leveraging the unique advantages of Macao and making wise use of the industrial resources of the Cooperation Zone, each party should endeavor to further promote the industry-university-research integration and better support outstanding S&T innovation projects.

        Guan Haibo said in his speech that the mainland and Macao have launched a number of tasks in the previous years through the mechanism of science and technology cooperation committee. Since 2019, CSTEC has assisted FDCT in preparing guidelines on key R&D projects to facilitate the Macao’s moderate economic diversification, and promote the transformation of scientific research achievements. Whilst keeping in line with national plans, the guidelines shall be in accord with the actual situation and characteristics of Macao, leveraging Macao’s advantages of relying on the motherland and facing the world, tapping its strengths in serving the needs of the country, so as to further enhance the role of Macao’s scientific research in the national innovation system.

        Later in the meeting, the experts from both sides gave speeches in turn. Mainland experts outlined the national strategic deployment in relevant fields, the contents and implementation of National Key Research and Development Programs. Macao experts mainly introduced the development status, research conditions and research capabilities of their work units in the related fields, and made suggestions on resource layout and guidelines preparation. Experts from the two sides also conducted in-depth discussions on the funding orientation, development directions and final goals of the guidelines. All the experts agreed that Macao Funding Scheme for Key R&D Projects has great significance to the S&T development in Macao, and the guidelines should take into account the relationships between “the country and Macao”, “cutting edge and final application”, and etc. At the end of the meeting, FDCT held a closed session with mainland experts to further discuss on the detailed contents, assessment indicators and specific requirements of the guidelines. Mainland experts offered their opinions for the implementation of Macao Funding Scheme for Key R&D Projects and drafted the guidelines.

        CSTEC will develop the complete guidelines in consideration of the opinions of the experts, FDCT and CSTEC will join hands to improve the detailed contents of the guidelines. Afterwards, the Scheme will be open for application.
