Important Notice:
Applicants for the Science and Technology Awards/Special Award shall submit the signed application and relevant attachments to FDCT before the deadline (during office hours).
Applicants for the Scientific and Technological R&D Award for Postgraduates are only required to submit the application documents online before the deadline (during office hours).

I、Subject Matter and Objectives

        This Scheme is to establish a reward system of the Science and Technology Development Fund (FDCT), which aims to reward individuals and organizations that have made significant contributions in scientific and technological research and development activities, thereby inspiring the enthusiasm and creativity of scientists and technologists in the Macao SAR, as well as promoting the development of science and technology and the appropriate industrial diversification in the Macao SAR.
 

II、Types and Scope of Awards

1. The Science and Technology Awards include:
    1) Natural Science Award: conferred on individuals who have achieved influential academic results in fundamental research and applied fundamental research;
    2) Technological Invention Award: conferred on individuals who have invented new products, new technologies, new materials or other technological inventions with market value by applying scientific and technological knowledge;
    3) Science and Technology Progress Award: conferred on individuals who have made contributions to applying and promoting advanced scientific and technological achievements, thus achieving outstanding economic or social benefits.
2. Scientific and Technological R&D Award for Postgraduates: conferred on postgraduates who actively participate in and play a significant role in scientific and technological research and development within their higher education institutions.
3. Special Award: conferred on individuals or legal entities engaged in science and technology work in Macao and who have garnered the State Natural Science Award, the State Technological Invention Award, or the State Scientific and Technological Progress Award of the People’s Republic of China.

III、Candidates and Eligibility for Application

1. Individuals simultaneously meeting the following requirements on the date of accepting the award application may apply for the Science and Technology Awards:

	Natural Science Award	Technological Invention Award	Science and Technology Progress Award
1)	Macao residents or those who have obtained a work permit in Macao, or individuals enrolled at a higher education institution with its main campus located in Macao;
2)	The main scientific research or technological development activities are conducted and completed in Macao;
3)	The applicant as the principal person to complete the project has obtained relevant academic or technological outcomes that meet the following provisions.
	(1) The applicant is the first author or corresponding author; (2) The institution of the first author or corresponding author is legally established in Macao; (3) Publicly published for at least two years; (4) All collaborators, if any, agree to use the outcomes for the award application.	(1) The applicant or his/her affiliated institution owns the relevant intellectual property rights; (2) Completed for at least two years; (3) All collaborators, if any, agree to use the outcomes for the award application.	(1) The applicant or his/her affiliated institution owns the relevant intellectual property rights; (2) Applied for at least two years; (3) All collaborators, if any, agree to use the outcomes for the award application.。

2. Postgraduates simultaneously meeting the following requirements on the date of accepting the award application may apply for the Scientific and Technological R&D Award for Postgraduates:

	Enrolled at a higher education institution with its main campus located in Macao	Enrolled at a higher education institution with its main campus located outside Macao
1)	Currently pursuing a master’s degree program, doctoral degree program, or an equivalent academic program at a higher education institution, or a master student, doctoral student or an equivalent graduate who has graduated from a higher education institution within two years;
2)	Having participated in scientific and technological research for at least one year during the study period, with the research direction being in natural sciences, technology, or engineering;
3)	Shall be recommended by the institution the applicant belongs to;	The applicant shall be a Macao resident and recommended by his/her dissertation advisor corresponding to the category of application;
4)	Achieving at least one outcome meeting the following criteria:
	(1) The applicant is the first author or the primary contributor; if the applicant is the second author or secondary contributor, his/her dissertation advisor shall be the first author or the primary contributor; (2) The applicant owns the relevant intellectual property rights.

3. Individuals simultaneously meeting the following requirements on the date of accepting the award application may apply for the Special Award:

	Individuals	Organizations
1)	Currently engaged in scientific research or technological development activities in Macao;
2)	Being one of the top three principal persons to complete the project winning the State Natural Science Award, the State Technological Invention Award or the State Scientific and Technological Progress Award in recent five years;	Being one of the top three principal institutions to complete the project winning the State Scientific and Technological Progress Award in recent five years;
3)	Meeting any of the following conditions:
	(1) Macao residents; (2) Individuals who have obtained a work permit in Macao; (3) Individuals enrolled at a higher education institution with its main campus located in Macao.	(1) Public higher education institutions or public medical institutions in Macao; (2) Private entities legally established in Macao.

V、Application Submission

        During the application period, the applicant shall fill out the application form in any of the official languages of Macao or English through the online application system (for the Science and Technology Awards, Scientific and Technological R&D Award for Postgraduates, Special Award), and submit the following documents.

1)	A duly completed application form;
2)	A copy of the applicant’s identity document;
3)	If the applicant is a non-Macao resident working in Macao, a copy of the document proving the acquisition of a Macao work permit shall also be submitted;
4)	If the applicant is currently enrolled at or has graduated from a higher education institution within two years prior to the date of accepting the award application, a copy of the certificate of enrollment issued by the higher education institution shall also be submitted;
5)	Statement of intellectual property liability;
6)	Recommendation letters from two individuals who are not associated with the project team and hold positions of at least associate professor level;			A recommendation letter from the institution the applicant belongs to;	A recommendation letter from the dissertation advisor corresponding to the category of the application;	Proof of winning the State Natural Science Award, the State Technological Invention Award, or the State Scientific and Technological Progress Award, along with related application documents;
7)	Application documents required for each award, such as proof of academic or technical outcomes, especially monographs, papers, research reports, proof of intellectual property, certificates of merit, etc., with a submission limit of up to five monographs and papers for the Natural Science Award;			Proof of academic or technical outcomes, especially monographs, papers, research reports, proof of intellectual property, certificates of merit, etc., if any.		－	A document proving its legal establishment in Macao shall be provided.
8)	If the outcome used for the application involves collaborators other than the applicant, a statement of consent from the collaborators agreeing to the use of the outcome for the relevant award application shall be submitted;			－	－	－	－
9)	If it involves the application party of a technical outcome, proof of its use by the application party for at least two years shall be submitted.			－	－	－	－

VI、Assessment Methods and Criteria

1. Before accepting an application, FDCT shall invite five to seven advisors from the list of project advisors to form the Project Advisory Committee.
2. FDCT may also conduct on-site inspections and defenses of the projects proposed as needed.
3. Key considerations will be given to the followings:
