State Science and Technology Awards
1. What are the ways to nominate for the State Science and Technology Awards?The State Science and Technology Awards accept only the nominations from the following units or experts:
1) Departments: provincial and municipal governments, ministries and commissions, organizations and institutions directly under the State Council, the Commission of Science and Technology of CMC and others.
2) Organizations: National societies and trade associations (federations) with nomination qualifications recognized by the Ministry of Science and Technology and others.
3) Experts: the awardees of the State Preeminent Science and Technology Award, academicians, qualified winners of State Science and Technology Awards. 2. If a project was nominated in the previous year but with no awards conferred, can this project be renominated this year?If the project failed to pass the formality review in the previous year, it can be renominated this year. However, if the project was accepted for publicity but with no awards conferred, it cannot be renominated this year. 3. Can the award winner of the previous year be nominated again this year?No. All award winners cannot be nominated in the subsequent two years, but the innovation team of the State Scientific and Technological Progress Award is not limited. For example, a 2017 award winner can be nominated again in 2020. 4. Can a foreign national be the person who completed the project?Yes. 5. Can a foreign-invested enterprise be nominated for the State Scientific and Technological Progress Award as the project completion unit?The foreign-invested enterprises incorporated in China are eligible. 6. How to define the work unit and the project completion unit?The work unit refers to the unit where the person who completed the project serves when being nominated; the project completion unit refers to the unit in which the person who completed the project participates in this project. If several units are engaged, only one principal unit with the largest contribution can be filled in as the project completion unit. 7. Are there any requirements for the signature unit of the representative paper (monograph) of the State Natural Science Award?The first unit to sign the listed papers (monographs) shall be a domestic unit. When the signature units are more than one, the domestic unit shall be ranked first. If there is no corresponding author or first author in some disciplines, it is not subject to this restriction, but it shall be explained in the “Supplementary Explanation”. 8. If the “Major Intellectual Property and Standard Specification Catalogue” of the State Technological Invention Award and the State Scientific and Technological Progress Award need to fill in the paper, are there any requirements for the signature unit of the paper?The same as the requirements of the State Natural Science Award. 9. What are the requirements for filling in the total other-citations and searched database of representative papers (monographs)?For the total other-citations of representative papers (monographs) of the same project, it is suggested to fill in the search results of the same database, indicate the searched database, and attach the search report. Different databases can be selected for Chinese and English papers. 10. If the person who completed the project is not the patent inventor, can his/her name be filled in the “Major Intellectual Property Catalogue”?
No.11.Can invalid patents be filled in the “Major Intellectual Property Catalogue” of the State Technological Invention Award and the State Scientific and Technological Progress Award?Yes. The valid status of a patent is not limited. 12. Can other papers and works beyond the scope of “Catalogue of Representative Papers and Monographs” be submitted in “Other Attachments”? No.13. Can other intellectual property certificates beyond the scope of “Major Intellectual Property and Standard Specification Catalogue” be submitted in “Other Attachments”? No.14. Can the commercialization of patents be included in the “Major Intellectual Property and Standard Specification Catalogue” of the State Technological Invention Award and the State Scientific and Technological Progress Award?If a patent inventor is the person who completed the project, the patent may be included.15. Is the submission of Novelty Retrieval Report mandatory?No. 16. Are there any restrictions on the announcement time of popular science works in the popular science projects of the State Scientific and Technological Progress Award?The popular science projects of the State Scientific and Technological Progress Award shall be published after 2000 (including 2000), and the announcement time shall be more than 3 years. 17. What are the most common situations of failing to pass the formality review?1) Papers, patents and other related technical content are reused.
2) The paper of the State Natural Science Award was published for less than three years.
3) The overall technology application time of the State Technological Invention Award or the State Scientific and Technological Progress Award is less than three years.
4) A candidate is nominated for two projects in the same year.
5) The person who completed the project is the person who completed the award-winning projects in the previous two years.
6) The person who completed the project of the State Natural Science Award is not the author of the representative paper/monograph.
7) The first three persons who completed the project of the State Technological Invention Award are not the inventors of the authorized invention patent listed in “7. Major Intellectual Property and Standard Specification Catalogue” (except when there are less than three inventors), or all the patent inventors listed are not the persons who completed the project.
8) The requisite attachments are not submitted or incomplete. 18. What are the time nodes to be noted by the person who completed the project after the nomination letter is submitted?After the nomination letter is submitted at the end of January, the National Office for Science and Technology Awards (NOSTA) will carry out formality review, announce the list of accepted projects on the official website of NOSTA in March, and conduct online review in April. NOSTA will subsequently feedback the projects that have passed the online review to the nominating units and experts, and notify the candidates to attend the review meeting in May.
Macao Science and Technology Award
1. One carried out his/her main scientific research or technological development activities when he/she was working or studying in Macao, but now has left Macao, can he/she apply for the Science and Technology Awards as an applicant?In accordance with the provisions of Article 3 in the Science and Technology Awards Scheme, on the starting date for accepting award applications, applicants must be residents of the Macao SAR or have obtained a work permit in the Macao SAR, or individuals enrolled at a higher education institution with its main campus located in the Macao SAR. Of course, whether one can apply depends on whether he/she can simultaneously meet the other conditions corresponding to each award. 2. It is required in the application qualifications for the Natural Science Award that academic achievements have been publicly published for at least two years, how to calculate the number of years? How to define "publicly published"?Taking 2024 as an example, the starting date for accepting award applications is June 20, 2024, which means that the academic achievements publicly published on or before June 20, 2022 can meet the requirements.
Theses that can be inquired on the official websites of journals, retrieved in databases, published in academic conferences, or have the DOI number can be regarded as publicly published. Monographs that have been officially published, registered for copyrights, have the ISBN or ISSN number, or can be retrieved in databases can be regarded as publicly published. 3. It is required in the application qualifications for the Technological Invention Award that technological achievements have been completed for at least two years, how to calculate the number of years? How to define "completed"?Taking 2024 as an example, the starting date for accepting award applications is June 20, 2024, which means that the whole project of an applicant must have passed the acceptance on or before June 20, 2022.
Considering the lag of achievements, when using the relevant achievements for award applications, it is not limited by the above date. However, if the applicant cannot prove that the project has been completed for at least two years, the technical achievements used for the award application must be obtained on or before June 20, 2022. Taking patents as an example, the application date, publication date or licensing date of a patent can be used as the reference date for calculation. 4. It is required in the application qualifications for the Scientific and Technological Progress Award that technological achievements have been applied for at least two years, how to calculate the number of years? How to define "applied"?Taking 2024 as an example, the starting date for accepting award applications is June 20, 2024, which means that the overall technology of a project must have been applied for the first time on or before June 20, 2022.
Considering the lag of achievements, when using the relevant achievements for award applications, it is not limited by the above date. 5. Regarding the Scientific and Technological R&D Award for Postgraduates, how to calculate the time of graduating from higher education institutions within two years?Taking 2024 as an example, the starting date for accepting award applications is June 20, 2024. Therefore, being "graduated from higher education institutions within two years" primarily refers to those postgraduates who have graduated between June 20, 2022 and June 20, 2024 meet the application conditions, while those postgraduates who will graduate after June 20, 2024 are regarded as in-school students and meet the application conditions as well. 6. It is required in the application qualifications that the main scientific research or technological development activities should be conducted and completed in Macao. Is there an explicit proportion?There is no explicit stipulation on that, as long as the applicant and the declared achievements meet the requirements. 7. The applicant meets the application qualifications but the institution where the applicant belongs is located in Hengqin. Can he/she apply for an award for his/her academic achievements?In accordance with the requirements of Article 3, Paragraph 1 3) (2) in the Science and Technology Awards Scheme, the institutions where the first authors or correspondent authors of academic achievements belong must be institutions legally established in Macao. If the Hengqin-located institution where the applicant belongs is a subsidiary or branch of a Macao-based institution, the applicant can apply for an award for his/her achievements as long as the relevant certificates can be provided. 8. The applicant meets the application qualifications but the institution where the applicant belongs is located in Hengqin. Can he/she apply for an award for his/her technological or application achievements? Yes. In accordance with the requirements for technological or application achievements in Article 3, Paragraph 2 3) (1) and Article 3, Paragraph 3 3) (1) of the Science and Technology Awards Scheme, applicants or the institutions where they belong must have relevant intellectual property rights. If the institution where the relevant achievements belong is not established in Macao, the applicant must prove that the main research or technological development activities of the achievements were conducted and completed in the Macao SAR. 9. In accordance with the provisions on award application for the Scientific and Technological R&D Award for Postgraduates, can an applicant only apply for an award with his/her achievements as the first author or the primary contributor or as the second author or the secondary contributor?Regarding the provision that "the applicant is the first author or the primary contributor, and if the applicant is the second author or the secondary contributor, the instructor of his/her dissertation must be the first author or the primary contributor" in Article 3, Paragraph 4 3) of the Science and Technology Awards Scheme, it means that an applicant must have at least one achievement that meets the requirements before he/she can apply for an award. When this condition is met, he/she can also use the achievements other than this provision to apply for an award. 10. Can an applicant apply for an award for projects that have not been funded by the Science and Technology Fund?It is not required in the Science and Technology Awards Scheme that the declared projects must have been funded by the Science and Technology Fund, so anyone who meets the award application conditions can apply. 11. Do the co-first authors of a thesis also meet the requirements of the declared achievements?Co-first authors are considered to have made important contributions to a thesis and are equally important with the first author, so the theses with applicants as the co-first authors also meet the relevant regulations. 12. Some journals do not have the concept of first authors or correspondent authors, can the relevant theses be used?Yes, but documents should be attached to explain the situation.13. If a contributor once worked in several higher education institutions in Macao and published theses in more than one institution, can these theses be used for award application?As long as these achievements were obtained through research in Macao and the institutions where the author belonged are higher education institutions in Macao, these theses can be used for application.
14. Can a patent that has been transferred be used for the award application?Yes, but a certificate that the primary contributor is the inventor of the patent or the institution where the primary contributor belongs is the invention institution is required.
15. When applying for the Scientific and Technological Progress Award, if an achievement is only for internal use and is not applied by external institutions, how can the application certificate be presented?The certificate can be issued by the institution itself, but due to the lack of third-party recognition of the value of the achievement, its support for winning the award is comparatively low.
16. Regarding recommendation letters, can only associate professors or above from universities issue the recommendation letters?The relevant content set out in Article 7, Paragraph 3 1) of the Science and Technology Awards Scheme is "of the associate professor level or above", which means that not only associate professors or above from universities but also some persons at the same level can issue the recommendation letters. For example, associate researchers of the Chinese Academy of Sciences in Mainland China, deputy chief physicians of hospitals, and senior engineers in the engineering field are equivalent to the associate professor level in universities.
17. Does the "statement of consent from the collaborators" have to be issued by all collaborators? What to do if someone has lost contact? Are there any requirements for the form of the statement?Only when all collaborators make the statement of consent can the achievement be used for the award application. There is no limit to the form of the statement, which can be issued by means of personal signature, electronic signature, explanation via email, etc.
18. Is there a requirement of two years or more for the achievements used to apply for the Scientific and Technological R&D Award for Postgraduates?No.
19. Must the achievements used to apply for the Scientific and Technological R&D Award for Postgraduates be obtained in Macao?The Scientific and Technological R&D Award for Postgraduates is divided into postgraduates enrolled at a higher education institution with its main campus located in Macao and postgraduates enrolled at a higher education institution with its main campus located outside Macao. In accordance with Article 2, Paragraph 2 of the Science and Technology Awards Scheme, the Scientific and Technological R&D Award for Postgraduates is granted to postgraduates who actively participate in the scientific research and development of their higher education institutions and play an important role. Therefore, the achievements used for the award application should be related to their higher education institutions, but the achievements are not necessarily obtained in Macao.20. Can an applicant apply for multiple awards during the same application period?In accordance with the provisions in Article 8, Paragraph 3 4) of the Science and Technology Awards Scheme, during the same application period, if an applicant applies for more than one Science and Technology Awards of the same type as the primary contributor, the relevant application will be rejected. If an applicant applies for the Science and Technology Awards of the same type as the secondary to the fifth contributor, there will be no limit, and there will be no limit to simultaneously applying for the Scientific and Technological R&D Award for Postgraduates and the Special Award.
21. If an achievement is completed by several persons, can it be used to simultaneously apply for different awards?In accordance with the provisions in Article 8, Paragraph 3 7) of the Science and Technology Awards Scheme, during the same application period, if an achievement is repeatedly used to apply for the Natural Science Award, Technological Invention Award, Scientific and Technological Progress Award or Special Award, the relevant applications will be rejected, but this provision does not apply to the Scientific and Technological R&D Award for Postgraduates.
Ho Leung Ho Lee Science and Technology Award
1. What is the target group of this Award?Chinese citizens. 2. What are the selection criteria for “Prize for Scientific and Technological Progress”?The “Prize for Scientific and Technological Progress” is awarded to those who have made major inventions, discoveries and scientific and technological achievements in specific disciplines, especially those who have made outstanding contributions in recent years (over the previous decade).
The specific disciplines consist of 17 areas, namely, Mathematics and Mechanics, Physics, Chemistry, Astronomy, Meteorology, Geoscience, Life Sciences, Agriculture, Medicine and Pharmacy, Paleontology and Archaeology, Mechanics and Electric Power Technology, Electronics and Information Technology, Transportation Technology, Metallurgical and Materials Technology, Chemical Engineering and Technology, Resource and Environmental Protection Technology, Engineering Construction Technology, with one prize for each area.3. What are the selection criteria for “Prize for Scientific and Technological Innovation”?The “Prize for Scientific and Technological Innovation” is awarded to outstanding contributors who have made high-level scientific and technological achievements, created proprietary intellectual property industries and famous brands through technological innovation and management innovation, and produced significant economic and social benefits.
First of all, the candidates should take high-level scientific and technological achievements as the starting point, realize the transformation of scientific and technological achievements into real productive forces, and complete the process of scientific and technological industrialization. Second, as far as innovation activities are concerned, it refers to technological innovation and management innovation based on high-level scientific and technological achievements, including original innovation, integrated innovation and re-innovation based on other advanced technology. However, there should be proprietary intellectual property industries and famous brands to produce significant economic and social benefits. For the huge social benefits generated from innovation achievements in the fields of education, energy conservation and environmental protection, ecological balance, national security, social public welfare undertakings and others will be recognized as well as measurable economic benefits. Third, any major innovation is the result of team work. The winner of “Prize for Scientific and Technological Innovation” can be a leader who plays a core role or a key figure to achieve technological breakthrough. 4. What is the meaning of the separate awards of “Prize for Scientific and Technological Innovation”?The “Prize for Scientific and Technological Innovation” consists of three awards:
Youth Innovation Award, Regional Innovation Award and Industrial Innovation Award. Youth Innovation Award is awarded to outstanding scientific and technological talents who have outstanding findings in technological innovation and management innovation and are no more than 45 years old.
Regional Innovation Award is awarded to those who have made outstanding contributions to regional economic development and technological progress, especially to the development of the mainland, remote, difficult areas and minority nationality regions through technological innovation, management innovation and regional innovation.
Industrial Innovation Award is awarded to outstanding talents who have greatly promoted technological progress and industrial upgrading through innovation and entrepreneurship, including those who contribute to the technological renovation of traditional industries and the take-off of emerging industries.5. What is the difference between the selection criteria of “Prize for Scientific and Technological Progress” and “Prize for Scientific and Technological Innovation”?The winner of “Prize for Scientific and Technological Progress” must be the person who completed or mainly completed major inventions, discoveries and scientific and technological achievements. The winners of the “Prize for Scientific and Technological Innovation” are innovation practitioners based on high-level scientific and technological achievements. The former focuses on the level of the inventions, discoveries and other scientific and technological achievements as well as their academic status at home and abroad; the latter focuses on the performance of the high-end technological innovation and management innovation in the industries, including economic and social benefits, proprietary intellectual property rights and famous brand construction. 6. What are the procedures of the evaluation conducted by the Selection Board?1) Nomination: At the beginning of each year, the Selection Board issues the nomination form and the nomination form will be returned to the Selection Board before 31 March. The Selection Office will conduct formality review, sorting, grouping and printing of nomination materials.
2) Preliminary evaluation: In the middle of July every year, the Selection Board holds the professional evaluation meeting of the year to conduct the preliminary evaluation of “Prize for Scientific and Technological Progress” and “Prize for Scientific and Technological Innovation”. Among them, the preliminary evaluation of “Prize for Scientific and Technological Progress” shall be conducted by several professional evaluation groups according to disciplines; an evaluation group composed of experts from different industries and fields is established for the preliminary evaluation of “Prize for Scientific and Technological Innovation”. After preliminary evaluation, candidates with a certain proportion of difference shall be submitted to the meeting of the Selection Board for final evaluation by secret ballot.
3) Preliminary review: According to the Selection Articles of Association, the candidates for the “Prize for Scientific and Technological Achievements” shall be nominated by the members of the Selection Board after the preliminary evaluation. In August each year, the Selection Board establishes a pre-review team to coordinate and review, conduct investigation and hearing when necessary, generate candidates for the “Prize for Scientific and Technological Achievements”, form a pre-review report and submit it to the meeting of the Selection Board for final evaluation.
4) Final evaluation. The Selection Board holds a plenary meeting in the middle of September each year for final evaluation. The Selection Board will evaluate the candidates one by one, and finally vote by secret ballot according to the number of prizes in the current year determined by the Foundation Trustee Committee. The winners of “Prize for Scientific and Technological Progress” and “Prize for Scientific and Technological Innovation” are the candidates with more than half of the affirmative votes. The winners of “Prize for Scientific and Technological Achievements” are the candidates with a two-thirds majority of affirmative votes.
5) Prize-giving ceremony: At an appropriate time in October each year, Ho Leung Ho Lee Foundation holds a prize-giving ceremony to present medals and bonuses to the winners.7. What are the rights and obligations of the winners of Ho Leung Ho Lee Foundation Science and Technology Award?The rights of winners of “Prize for Scientific and Technological Achievements”, “Prize for Scientific and Technological Progress” and “Prize for Scientific and Technological Innovation” of Ho Leung Ho Lee Foundation are to enjoy the right of identity and honor of prize-winning scientists awarded by Ho Leung Ho Lee Foundation; enjoy the right to accept the bonus issued by Ho Leung Ho Lee Foundation, which is owned by individuals; have the right to become a nominator from the subsequent year, and nominate and recommend nominees to the Foundation. According to the Deed of Trust of the Foundation and the Selection Articles of Association, the winners are obliged to continue to engage in scientific and technological work in the People’s Republic of China for no less than three years after receiving the prize, so as to make more contributions to China’s scientific and technological progress and innovation. 8. Does Ho Leung Ho Lee Foundation have any objection handling procedures?On 20 May 2009, the Foundation formulated and promulgated Several Provisions on Objection Handling of Prize-winning Scientists of Ho Leung Ho Lee Foundation, which will be implemented on a trial basis from the date of promulgation. According to the regulations, all signed complaint letters involving objections to the evaluation of the main scientific and technological achievements of the prize-winning scientists, the ownership of intellectual property rights and matters related to the prizes shall be accepted, investigated, and handled by the Selection Board. Anonymous complaint letters will not be accepted in principle. However, if the winners are punished for scientific misconduct, their academic qualifications are cancelled or important information related to the selection of prizes is involved, the Selection Board shall follow up the investigation and verification and deal with it as appropriate.
The handling principle of the Selection Board is to base on facts, comply with the laws, follow the moral code recognized by the scientific community, distinguish the situation and deal with it correctly. After investigation, if it is determined that the winner does have scientific research misconduct, it will be reported to the Foundation Trustee Committee for deliberation and make corresponding punishment decisions in accordance with Article 71 of Law of the People’s Republic of China on Scientific and Technological Progress, until the decision to revoke the prize is announced, and this winner will be notified to return the prize certificate and bonus.
The Guanghua Engineering Science and Technology Award
1. What is the target group of this Award?This award is for Chinese engineering science and technology experts, not for units and project collectives. 2. Which academic divisions are to be evaluated?The nominees participate in the preliminary evaluation conducted by the professional evaluation committee according to their professional research field and direction. The academic divisions may refer to the setting of nine academic divisions of Chinese Academy of Engineering, including: “Mechanical and Transportation Engineering”, “Information and Electronic Engineering”, “Chemical, Metallurgical and Materials Engineering”, “Energy and Mineral Engineering”, “Civil, Water Conservancy and Construction Engineering”, “Environment and Textile Engineering”, “Agriculture”, “Medicine and Health” as well as “Engineering Management”. 3. Is there an age limit for candidates for the Guanghua Engineering Science and Technology Award?The age of non-academician candidates shall not exceed 65 (calculated according to the full age on 31 May of the year of nomination).
