According to the Memorandum of Understanding between the Fundo para o Desenvolvimento das Ciências e da Tecnologia (FDCT) and the Fundação para a Ciência e a Tecnologia (FCT), FDCT and FCT launch the Joint Scientific Research Project Funding Scheme (hereafter as: FDCT-FCT Projects).
I. Areas of funding
This scheme mainly supports scientific research and technological development projects jointly proposed by Portugal-Macao research candidates, funding fields: Marine pollution and Marine biotechnology.
II. Application methods and requirements
i. The Macao Project Leader (PI) can only undertake ONE project funded by this funding at the same time. After the submission of the final project report, the project leader (PI) can submit a new application for funding. But project members in the project are not restricted by this rule.
ii. Macao applicants should consult with the Portugal’s partners on the research contents, research plans, division of research tasks, etc., signing a cooperation agreement or memorandum and filling out the project proposal, submitting the application to FDCT by the application deadline.
iii. Portugal’s partners must also declare to FCT. Detailed declaration methods, please refer to the relevant provisions of FCT.
iv. The name of the project and the names of the applicants on both sides must be consistent. The contents of the research plan should reflect the complementary advantages of both sides.
III. Procedures of review and evaluation
i. FDCT and FCT will conduct a formal review after the deadline for application, and then jointly check the list of projects from their respective reviews. The projects will be accepted as "FDCT-FCT project" when such projects are included in both FDCT and FCT lists.
ii. The evaluation procedure of FDCT for such projects is the same as that of the current research projects (including preliminary analysis, peer review, project advisory committee review, administrative committee review, trust committee review). Such projects will be prioritised.
iii. After the evaluation, FDCT and FCT will select the jointly funded projects from the projects approved by both parties. Both parties will simultaneously announce the list of jointly funded projects to the public.
