In line with the policy directives of the Macao SAR Government, and in response to the common needs of local scientific research and industrial R&D, the Science and Technology Development Fund (hereinafter referred to as "FDCT") has formulated these Application Guidelines in accordance with the provisions of Article 2, Chapter III of the Funding Scheme for Scientific Research Platforms, to regulate the application process for the Supporting Platforms category, which focuses on the establishment of platforms providing generic technology R&D or application services.

I. Management

  1. The application, acceptance, evaluation and approval, implementation and management, as well as project conclusion, shall be governed by the current Regulations on the Granting of Financial Support by the Science and Technology Development Fund, the Funding Scheme for Scientific Research Platforms, and these Guidelines.
  2. Host entities of platforms that have been approved for support are required to enter into a Funding Agreement with the FDCT.
 

II. Eligible Applicants

  1. Public higher education institutions in the Macao Special Administrative Region.
  2. Private higher education institutions legally established in the Macao Special Administrative Region.
  3. Non-profit private entities legally established in the Macao Special Administrative Region.
 

III. Funding Amount

The maximum funding amount per application shall not exceed MOP 60 million.

IV. Application Requirements

Supporting platforms that provide large-scale computing power services must meet the following requirements:
  1. Technical Specifications
    1. Provision of ≥150 PFLOPS (FP16) of computing power, supporting large-scale model training and high-throughput inference.
    2. Storage system must provide ≥3PB hybrid storage, with IOPS ≥500,000 and sequential read/write speed ≥10GB/s.
    3. Local computing and storage network bandwidth must be ≥200G, using InfiniBand protocol with end-to-end latency ≤1.5μs.
  2. Platform Shared Services Specifications
    1. Support for simultaneous operation of ≥50 AI tasks.
    2. Support for account management, billing management, and multi-cluster management.
    3. Support for online file management.
    4. Provision of a 24/7 operations and maintenance team with a fault response time ≤1 hour.
  3. Requirements for the Supporting Team
    1. Experience in Intelligent Supercomputing Systems
      1. The team must have at least 5 years of experience in managing, operating, and maintaining heterogeneous intelligent supercomputing hardware systems.
      2. The team should have the capability and practical experience to provide technical support and services to academic, industry and research teams, and ensure system performance and stability.
    2. Experience in Network and Storage Systems
      1. The team must have at least 5 years of experience in the management and maintenance of high-speed switches and heterogeneous storage systems.
      2. The team must possess practical ability to optimise system performance, enhance storage efficiency, and ensure network stability.
    3. Professional and Research Experience
      1. The team must include experts in distributed architecture, with strong technical knowledge and practical experience.
      2. Team members must have at least 3 years of relevant research experience, with tangible results and contributions in the relevant field.
  4. Construction Timeline Requirements
    1. Phase I: Within 6 months after signing the Funding Agreement, the supporting platform must launch shared services and provide no less than 75 PFLOPS (FP16) of computing power in accordance with the requirements set out in the agreement.
    2. Phase II: Within 9 months after the funding has been granted, the supporting platform must meet all technical and shared service specifications in accordance with the requirements of the Funding Agreement, to fully implement the platform's shared services.
 

V. Submission of Applications

  1. Applications must be written in any of the official languages of the Macao SAR or in English.
  2. Applicants must submit the application dossier to the FDCT on or before the deadline.
 

VI. Other Provisions

For matters not stipulated in these Guidelines, the current Public Financial Support System of the Macao Special Administrative Region, the Charter of the Science and Technology Development Fund, the Regulations on the Granting of Financial Support by the Science and Technology Development Fund, the Guidelines on the Verification of Funded Activities or Projects and the Guidelines on the Monitoring of Related-Party Transactions in Public Financial Support Procedures issued by the Macao Public Assets Supervision and Planning Office, the Funding Scheme for Scientific Research Platforms, the Guidelines on Agreed Procedures for Research Projects, other relevant rules or guidelines of the FDCT, as well as the Funding Agreement signed following the approval of funding, shall apply.
