In line with national policies and the policy directives of the Macao SAR Government, and with the aim of supporting the establishment and operation of national-level scientific research platforms in Macao, the Science and Technology Development Fund (hereinafter referred to as the “FDCT”) has formulated these Application Guidelines pursuant to Article 2 of Chapter II of the Subsidy Programme for Scientific Research Platforms (hereinafter referred to as the “Programme”), to regulate the application procedures for subsidies for national-level platforms.

I. Administration

1. Applications, acceptance, evaluation, approval, implementation, management, and project conclusion shall be administered in accordance with the current Subsidy Regulation of the Science and Technology Development Fund, the Programme, and these Guidelines.
2. The host institution of the platform confirmed for support shall enter into a Subsidy Agreement with the FDCT.

II. Maximum Subsidy Amount

1. For platforms falling under the scope of Article 2(1), Chapter I of the Programme—namely National Laboratories, State Key Laboratories (National Key Laboratories), National Engineering Research Centres, and National Technology Innovation Centres—the maximum subsidy amount is MOP 45 million.

III. Application Period

From 2025-11-04 to 2025-12-12 (applications open until the end of the day).

IV. Eligibility Criteria

1. The applicant must be the host institution of the platform.
2. The platform must be promoted through the FDCT or via the Mainland–Macao Science and Technology Cooperation Committee, and must be approved by the relevant ministries or commissions of the People's Republic of China.
3. The platform must either conclude its operations in the current year or have received approval for establishment in the same year.

V. Application Requirements

1. The host institution shall undertake the long-term operation of the platform and provide support in terms of personnel, funding, and resources.
2. The platform must have independent and centralized experimental facilities and equipment necessary for scientific research and operations.
3. The director of the platform must be a full-time staff member of the host institution and a leading academic in the relevant field. The host institution must grant the director autonomy in decision-making for research organization, use of funds, personnel recruitment, and research result commercialization.

VI. Expected Research Outputs

Expected research outputs are not limited to academic or applied achievements and may include publications, monographs, research (consultation) reports, patents, talent development, software, hardware (prototypes or models), technical standards, formulas, new materials, and new processes, among others.

VII. Application Submission

1. Applications must be written in one of the official languages of the Macao SAR or in English.
2. The application dossier must be submitted to the FDCT on or before the deadline.

VIII. Other Provisions

Matters not stipulated in these Guidelines shall be governed by the current Public Financial Support System of the Macao Special Administrative Region, Statutes of the Science and Technology Development Fund, Subsidy Regulation of the Science and Technology Development Fund, the Guidelines for the Verification of Subsidised Activities or Projects and the Guidelines on the Supervision of Related-Party Transactions in Public Financial Subsidy Procedures issued by the Public Assets Supervision and Planning Office of the Macao SAR, the FDCT’s Subsidy Programme for Scientific Research Platforms, the Guidelines on Agreed Procedures for Scientific Research Projects, other relevant subsidy regulations or guidelines issued by the FDCT, as well as the Subsidy Agreement signed upon approval.
