In March of this year, the Science and Technology Development Fund (FDCT) and the Science and Technology Department of Zhejiang Province signed a Memorandum of Understanding (MoU) between the Science and Technology Department of Zhejiang Province and the Macao Science and Technology Development Fund on Deepening Zhejiang–Macao Science and Technology Innovation Cooperation, in order to implement the national science and technology development strategy and further promote Macao’s integration into national innovative development. This MoU marks a new phase of normalized and institutionalized cooperation between the two regions in the field of science and technology. Building on Zhejiang’s strengths in innovation ecosystems, industrial chains, and the digital economy and Macao’s unique role as an international open platform connecting Portuguese-speaking (Spanish-speaking) countries, the two sides will strengthen industry-university-research collaboration, accelerate the commercialization of research outcomes, and facilitate talent exchange, while providing crucial support for Macao’s participation in the national innovation system and advancement of appropriate economic diversification.
Within the framework of the MoU, the two parties will collaborate in five key areas: advancing technology R&D cooperation between Zhejiang and Macao; supporting the joint establishment of international science and technology innovation cooperation platforms in Macao; strengthening the transfer and commercialization of scientific and technological achievements; continuously enhancing exchanges and cooperation among science and technology professionals from Zhejiang and Macao; and jointly creating an open environment for science and technology innovation. By efficiently aligning resources and leveraging complementary strengths, the two parties intend to foster a stable, long-term cooperative framework for science and technology innovation and industrial upgrading, and to inject new momentum into Macao’s economic restructuring and high-quality development.
To implement the initiatives outlined in the MoU, U U Sang, President of the FDCT Administrative Committee, led a delegation to Zhejiang from May 17 to 20. There, they met with Tong Guili, Director of the Science and Technology Department of Zhejiang Province, and other officials. They engaged in in-depth discussions about the current status and strategic planning of science and technology industries in Macao and Zhejiang. They also exchanged views on cooperation pathways in key areas and formulated practical implementation plans for each initiative, further consolidating the foundation for executing the MoU.
During their visit to Zhejiang, the FDCT delegation conducted site visits to several institutions focusing on traditional Chinese medicine (TCM), big health, and high technology. These institutions included the Fuyang Institute of Zhejiang Chinese Medical University and the Zhejiang Lab. The delegation had face-to-face exchanges with research teams to understand their scientific capabilities and pathways for commercializing research outcomes. This allowed the delegation to explore potential opportunities for collaboration with Macao institutions in the fields of TCM, big health, and high technology.
To facilitate industrial and technological matching, the delegation accompanied Macao’s hotel industry representatives on visits to Alibaba Group and BrainCo, one of the “Six Little Dragons.” Together, they explored ways to leverage Zhejiang’s digital technologies to empower Macao’s industrial transformation and upgrading, thus contributing to Macao’s “1+4” strategy for appropriate economic diversification. Additionally, together with representatives from the telecommunications sector, the delegation visited the Y-Lab to follow up on the R&D and industrialization progress of projects jointly funded under the Funding Scheme for External Science and Technology Cooperation, ensuring the effective advancement of these collaborative projects.
This visit to Zhejiang is a significant step for the FDCT in implementing the Zhejiang–Macao MoU on science and technology cooperation. Moving forward, the FDCT will continue to collaborate with relevant departments and institutions to strengthen partnerships in areas such as TCM, big health, the digital economy, and high technology. The FDCT will follow up on various cooperative initiatives, promote complementary strengths and resource sharing, and help Macao integrate into national innovative development and shape a new landscape for science and technology innovation in both regions together with Zhejiang.
