[Strengthening the Training and Exchange of Science and Technology Talent] FDCT and CAS Co-Organize a Seminar for Macao Science and Technology Professionals
06/11/2025
To enhance the understanding of Macao’s science and technology professionals of national policies and plans for scientific and technological innovation, to support Macao’s integration into the country’s overall development, and to learn from Hefei’s experience in promoting high-quality economic development through technological innovation, the Science and Technology Development Fund (FDCT) and the Chinese Academy of Sciences (CAS) jointly organized the “Seminar for Macao Science and Technology Professionals” in Hefei, Anhui Province, from October 27 to November 2.
Leveraging the Strength of the CAS to Build a Platform for Training Macao’s Science and Technology Talent
The opening ceremony was held on the 28th, attended by Vincent U, President of the FDCT; Li Fangfang, Director of the Hong Kong, Macao, and Taiwan Affairs Office of the CAS; and Liu Jianguo, Director of the Hefei Institutes of Physical Science, CAS, all of whom delivered speeches at the ceremony.
Li Fangfang stated that the CAS has always attached great importance to scientific and technological cooperation and exchanges with Macao, and has so far established six joint laboratories with Macao’s universities. Since 2016, in collaboration with the FDCT, the CAS has conducted training programs for science and technology professionals. So far, eight sessions have been successfully held in Beijing, the Guangdong–Hong Kong–Macao Greater Bay Area, and Hefei, providing a consistent and effective platform for the development of Macao’s scientific and technological talent and the enhancement of their management capabilities. In August this year, the two sides jointly organized, for the first time in Macao, the Youth International Academic Salon, a branded event that further expanded opportunities for international exchanges between the Mainland of China and Macao science and technology professionals, continuing to deepen and strengthen their cooperative relationship.
Liu Jianguo extended a warm welcome to the return of the seminar for Macao. He noted that Hefei has long been committed to promoting high-quality development through technological innovation, and has established the distinctive “Hefei Model” as a hallmark of its achievements. This seminar was carefully designed for Macao participants, featuring a series of thematic reports and on-site visits aimed at helping them understand the latest developments in science and technology, experience the vitality of technological innovation firsthand, and draw inspiration to contribute more effectively to scientific and technological cooperation and development between Macao and the Mainland of China.
Vincent U introduced the latest initiatives of the Macao SAR Government to promote scientific and technological innovation. He encouraged the participants to seize this valuable learning opportunity – to think deeply, reflect critically, and engage actively in exchanges – in order to gain a comprehensive understanding of the new stage, new opportunities, and new driving forces in the country’s scientific and technological development during the 15th Five-Year Plan period. He expressed the hope that participants would explore how to leverage Macao’s unique strengths to serve national needs, make full use of the Macao’s advantages, strengthen scientific and technological cooperation and exchanges with the Mainland of China, jointly advance Macao’s technological development, and facilitate the practical application and transformation of research achievements.
Deepening Understanding of the Technological Development in the Mainland of China and Integrating into the National Development Framework
The seminar featured a wide-ranging and in-depth curriculum. It focused on topics such as reflections on the paths and key tasks for developing new quality productive forces driven by technological innovation under the 15th Five-Year Plan, the construction of the Hefei Comprehensive National Science Center, and research on the transformation of scientific and technological achievements in Hefei, as well as on policies that support the cultivation of high-tech enterprises in the city. The seminar also arranged numerous on-site visits, covering major national research facilities and institutions such as the steady-state strong magnetic field facility, the nuclear fusion facility, and the USTC Light Source; research institutes including the Hefei Institutes of Physical Science and the University of Science and Technology of China; and well-known enterprises such as iFlytek, BOE Technology, and NIO. In addition, distinguished experts in relevant fields were invited to deliver lectures.
Learning from Valuable Experience to Enhance Innovation and Management Capabilities
The seminar brought together 17 participants, all key personnel from Macao’s universities, hospitals, and technology enterprises. They stated that through the seminar, they had gained a deeper understanding of the country’s scientific and technological innovation framework and the development paths of new quality productive forces during the 15th Five-Year Plan period. They also expressed that they were deeply impressed by Hefei’s large-scale research infrastructure, the transformation of scientific and technological achievements, and the successful development of its high-tech enterprises. The participants generally believed that the seminar not only broadened their academic horizons but also deepened their understanding of the concept of “technological innovation + industry,” providing highly valuable insights for Macao’s appropriately diversified economic development.
