Macao’s Science and Technology Innovation Enters a New Stage: Four State Key Laboratories Presented with Plaques

The Plaque Presentation Ceremony for State Key Laboratories in Macao was grandly held today (26th) at the Macao SAR Government Headquarters. The Minister of Science and Technology, Yin Hejun, attended the ceremony and presented plaques to the four reorganized State Key Laboratories (SKLs), with Chief Executive Sam Hou Fai present as a witness. Also in attendance were Zheng Xincong, Director of the Liaison Office of the Central People's Government in the Macao SAR; Liu Xianfa, Commissioner of the Ministry of Foreign Affairs in the Macao SAR; Tai Kin Ip, Secretary for Economy and Finance; Lv Yuyin, Deputy Director of the Liaison Office of the Central People's Government in the Macao SAR; Song Yonghua, Rector of the University of Macau; Joseph Hun-wei Lee, Rector of Macau University of Science and Technology; and many other distinguished guests.

In his speech, Chief Executive Sam Hou Fai stated that with the support and care of the central government, the Ministry of Science and Technology has approved the establishment of four "State Key Laboratories (SKLs)" in Macao. These laboratories, rooted in Macao and serving the nation, have achieved remarkable results in areas such as scientific research and development, transformation of sci-tech achievements, talent cultivation, and international cooperation. In accordance with the construction plan of "China's State Key Laboratory System", the relevant laboratories have successfully completed their reorganization as SKLs and were officially presented with plaques today (26th), reflecting the central government's strong support for Macao's scientific and technological development. Sam Hou Fai also stated that the Macao SAR Government will further enhance synergy among science and technology, talent, and industry.

Through two major projects — the Macao-Hengqin International Education (University) Town and Macao’s Technology Research and Industrial Park — it will strive to make Macao’s unique contribution to building China into a science and technology powerhouse and achieving greater self-reliance and strength in science and technology. At the same time, the Macao SAR Government is preparing to establish an industrial development fund and a sci-tech achievement transformation guidance fund to support the growth of emerging industries such as high technology. These measures aim to accelerate appropriately diversified economic development in Macao and deepen complementary and mutually beneficial cooperation with the Mainland in scientific and technological innovation and other areas.
In his speech, Minister Yin Hejun stated that the presentation of the plaques marks the official inclusion of the four SKLs in the Macao SAR into the national management system, making them an important part of the country’s strategic scientific and technological strength. Yin Hejun emphasized the crucial significance of the SKLs in Macao for Macao’s scientific and technological innovation and, at the same time, put forward three expectations for the SKLs and Macao’s science and technology community. First, seize the opportunities of the times and strengthen the sense of mission and responsibility, striving to become “champions in specific fields” and “specialized talents” at key stages and in priority areas. Second, foster a favorable environment and vigorously attract and pool talent. Make full use of Macao’s unique advantage of internationalization to create an open, inclusive, and excellence-driven academic atmosphere, turning Macao into a destination aspired to by scientific and technological talent worldwide. Third, enhance resource alignment and promote in-depth integration for development. Ensure effective alignment of rules and mechanisms with the Mainland, proactively strengthen in-depth cooperation with top universities, research institutes, and technology enterprises there, and accelerate the transformation and application of sci-tech achievements.

The plaque presentation ceremony marks that Macao’s science and technology innovation has officially entered a new stage of development. The four reorganized SKLs in Macao will align precisely with the national science and technology agenda, drive the appropriately diversified development of Macao’s economy through technological innovation, and inject fresh momentum into the steady and long-term implementation of “One Country, Two Systems” in Macao. They will also provide Macao’s youth with broader opportunities to pursue cutting-edge careers in science and technology, while contributing to nurturing more outstanding scientific and technological talents who are patriotic toward China and Macao, and possess an international perspective.

The four SKLs were approved by the Ministry of Science and Technology for establishment in Macao in 2010 and 2018, respectively, and over the years have achieved significant results in scientific research, transformation of sci-tech achievements, talent cultivation, and international cooperation. The optimization and reorganization of these laboratories began in 2024. After rigorous consultation, evaluation, and integrated optimization, they were ultimately approved by the Ministry of Science and Technology at the beginning of 2025 and formally reorganized as SKLs, namely: the State Key Laboratory of Mechanism and Quality of Chinese Medicine, the State Key Laboratory of Analog and Mixed-Signal VLSI, the State Key Laboratory of Internet of Things for Smart City, and the State Key Laboratory of Lunar and Planetary Sciences.
