"Policy Briefing on the Macao-Hengqin Joint Funding Scheme for Industry-Academia-Research Collaboration" Held in Hengqin

To implement the linkage model of "Macao for Research and Development, Hengqin for Transformation," the Science and Technology Development Fund (FDCT) and the Economic Development Bureau of the Guangdong-Macao In-Depth Cooperation Zone jointly promote the initiative where cooperation zone enterprises pose challenges and Macao universities provide solutions. Joint funding is provided to foster cooperation in science, technology, and innovation between Macao and Hengqin in industry, academia, and research. To help technology enterprises better understand and utilize the policies supporting the Macao-Hengqin Joint Funding Scheme for Industry-Academia-Research Collaboration and to gather technical needs from enterprises, the FDCT and the Economic Development Bureau jointly organized the "Policy Briefing on the 2025 Macao-Hengqin Joint Funding Scheme for Industry-Academia-Research Collaboration" in the Cooperation Zone on December 30. More than 100 representatives from technology enterprises in the Cooperation Zone attended the briefing.

Joint Funding to Leverage Corporate Investment

Representatives from the Science and Technology Development Fund (FDCT) and the Economic Development Bureau of the Cooperation Zone introduced the policy background and implementation process of the Macao-Hengqin Joint Funding Scheme for Industry-Academia-Research Collaboration. They provided a detailed explanation of key points for reporting corporate technical needs, application milestones, evaluation methods, and criteria. It was noted that for successful projects under the scheme, the FDCT and the Economic Development Bureau will each provide funding of up to MOP 5 million.
During the briefing, relevant personnel also elaborated on the specific implementation of the projects, focusing on the following key points:
  • Enterprises proposing the technical requirements must provide matching contributions, with the amount no less than the funding provided by the FDCT.
  • Criteria for selecting technical needs include alignment with development directions, clear outcome indicators, and the capability of universities to undertake the projects.
  • The funding duration shall not exceed three years.
Facilitating Policy Implementation Through Q&A

During the interactive session, representatives from technology enterprises in the Cooperation Zone actively inquired about various topics, including enterprise qualifications for application, follow-up mechanisms for funded projects, the scope and quantity of corporate technical needs to be collected. Responses were provided by Mr. Ip Kwai Lam, Member of the Administrative Committee of the Science and Technology Development Fund (FDCT); Mr. Chan Kung On, Senior Manager of the Science and Technology Development and Cooperation Department; Ms. Wong Wing Yan, Senior Technician of the Project Funding Services Department; Ms. Ho Sa, Acting Deputy Head of the Science and Talent Division of the Economic Development Bureau of the Cooperation Zone; and Ms. Siu Cho San, a staff member from the bureau. The on-site atmosphere was enthusiastic.

A corporate representative noted that the briefing had deepened their understanding and application of the Macao-Hengqin Joint Funding Scheme for Industry-Academia-Research Collaboration policies. They expressed hope that this would enhance corporate innovation capabilities and accelerate the transformation of research outcomes into practical applications.

This briefing, through precisely aligning with the technical needs of technology enterprises, has effectively facilitated policy implementation, further accelerating the collaborative development of science, technology, and innovation between Macao and Hengqin. In the future, efforts will continue to focus on policy advocacy, establishing platforms for industry-academia-research exchange between Macao and Hengqin, integrating industrial resource advantages, and positioning Macao and Hengqin as a globally influential and competitive hub for technological innovation.

The Macao-Hengqin Joint Funding Scheme for Industry-Academia-Research Collaboration, co-organized by the Science and Technology Development Fund (FDCT) and the Economic Development Bureau of the Cooperation Zone, aims to encourage technology enterprises to collaborate with Macao universities and research institutions. In 2024, four projects addressing technical needs from Hengqin enterprises, covering fields such as integrated circuits and biomedical sciences, have been approved.
