Six Key R&D Projects Applied and Transformed in Hengqin in the First Half of the Year
To continue advancing the "1+4" moderate diversification development strategy and implement the "R&D in Macao, Transformation in Hengqin" linkage pattern, the SAR government has been actively improving the technology innovation system and continuously promoting the development of the technology industry in recent years.
Progress Was Made in Several Areas of Work in the First Half of the Year
In the first half of this year, the Economic and Technological Development Bureau (DSEDT) and the Science and Technology Development Fund (FDCT) have undertaken several areas of work and achieved certain progress, including:
- Supporting Macao universities to strengthen cooperation with Hengqin enterprises and advance the synergy of Macao-Hengqin R&D and transformation;
- Incorporating Hengqin elements into the evaluation of the Technology Enterprise Certification Programme to enhance support for certified technology enterprises;
- Organizing Brazilian and Portuguese enterprises to enter the Greater Bay Area and promote their establishment in Macao;
- Encouraging technology enterprises to provide diverse employment opportunities for local youth and attract technology talent to develop in Macao and Hengqin.
Enhance the Macao-Hengqin Linkage and Industry-Academia-Research Integration
FDCT vigorously promotes industry-academia-research cooperation and supports university researchers in addressing specific technical issues faced by enterprises through the mode of "enterprises pose the problems and universities solve them", improving the R&D efficiency of enterprises, and resolving their critical challenges. This year, for the first time, FDCT has collaborated with relevant departments in Hengqin to collect technical demands from Hengqin enterprises. A total of six technical requirements were published for application by university research teams, aiming to strengthen the Macao-Hengqin linkage and the integration of industry, academia, and research, and to advance the implementation of the "R&D in Macao, Transformation in Hengqin".
In addition, FDCT approved two key R&D projects in May this year for transformation in Hengqin. These projects will develop critical chips for mobile robots and stem cell therapy technology for age-related macular degeneration. At the same time, FDCT continues to promote the application or transformation of six key R&D projects in Hengqin, including ADC (Analog-to-Digital Converter) chip design, tumor immunotherapy, diabetic wound repair, micro-displays production, and integrated energy IOT.
Macao and Hengqin Join Hands to Support Certified Technology Enterprises in Macao
A total of 24 enterprises have been certified under the Technology Enterprise Certification Programme launched by DSEDT, employing nearly a thousand employees and with a total annual revenue of nearly MOP2.3 billion. This year, the qualifications of related Hengqin enterprises will be included in the evaluation scope of the programme for applying enterprises, aiming to encourage enterprises to expand their development space through Macao-Hengqin synergy.
Meanwhile, the relevant departments in Macao and Hengqin have introduced multiple support measures to facilitate the development of technology enterprises in both cities. For example, FDCT's Enterprise Innovation R&D Subsidy Programme supports innovation R&D of certified technology enterprises by providing up to MOP5 million in funding. In the first half of this year, 18 applications were submitted by certified technology enterprises, representing a 50% increase compared to the entire previous year. Additionally, the Guangdong-Macao In-Depth Cooperation Zone in Hengqin offers rewards of up to RMB800,000 to related Hengqin enterprises of certified technology enterprises.
Brazilian and Portuguese Enterprises Enter the Greater Bay Area to Expand Sino-Portuguese Technological Exchange
This May, DSEDT hosted the "Portuguese-speaking Countries Technology and Innovation Enterprises Study Tour to the Guangdong-Hong Kong-Macao Greater Bay Area", organizing 30 representatives from science and technology enterprises, universities, and incubation institutions from Brazil and Portugal to visit Macao, Hengqin, Zhuhai, and Guangzhou for seven days. They met with local organizations, participated in seminars and policy briefings, and held "Portuguese-speaking Countries Technology and Innovation Enterprises Roadshows" in both Macao and Hengqin to enhance their understanding and communication with the Greater Bay Area. With the assistance of DSEDT, three Brazilian technology and innovation enterprises settled in Macao during the visit, and eight cooperation agreements were facilitated.
Attracting Technology Talent to Develop in Macao-Hengqin
To attract technology talent to develop in Macao and Hengqin, FDCT co-hosted the "Macao-Hengqin-Zhuhai Technology Talent Supply and Demand Meeting" with the Zhuhai Municipal Bureau of Science and Technology Innovation on June 13 this year. A total of 39 companies offered nearly 200 job positions, with approximately 550 vacancies and internship opportunities. Among the participating companies were prominent names such as Alibaba Cloud (Macao) Limited, Jafron Biomedical Co., Ltd., and other key enterprises of technology certification in Macao.
Through arranging on-the-spot presentations by multiple enterprises and exchanges with participants, the event allows participants to understand industry development trends and employment prospects. Those interested could also submit their resumes for job opportunities. The event attracted approximately 230 attendees and provided over 480 resumes to various enterprises, building a bridge between local youth and enterprises. It further leveraged regional synergy advantages to promote coordinated development of technology talent matching across the three areas, providing the driving force for innovation in the technology industry.
Key Focus on Industry-Academia-Research Integration to Support Technology Enterprise Development in the Second Half of the Year
In the second half of the year, the key focus areas are: to continue to optimize the support measures under the Technology Enterprise Certification Programme, to assist the development of technology enterprises, to strengthen the Macao-Hengqin linkage and the industry-academia-research integration, and to advance the implementation of "R&D in Macao, Transformation in Hengqin". Additionally, Macao will continue to play its role as the Commercial and Trade Co-operation Service Platform between China and Portuguese-speaking Countries to build cooperation bridges between Portuguese-speaking countries and the Greater Bay Area cities, facilitating more technology cooperation and collaboration.
