FDCT Optimizes Funding System to Facilitate Transformation and Implementation of Scientific Research Achievements

To promote moderate and diversified economic development in Macao, the Science and Technology Development Fund (FDCT), under the orientation of “funding as a guide” and in line with the Macao SAR government’s policy, has optimized its funding system to fully facilitate applied research, transformation of scientific research achievements, industry-university-research collaboration, as well as innovation and R&D of enterprises in 2022. Looking ahead to 2023, FDCT will strengthen the ability of scientific research achievements to attract social capital and strive to launch major projects.

At the press conference for annual work report held by FDCT today (March 20), Chan Wan Hei, Chairman of the Administrative Committee of FDCT, and Cheang Kun Wai and Ip Kuai Lam, members of the Administrative Committee of FDCT, presented their reports respectively.

 


 
FDCT Supports Accelerated Transformation and Application of Scientific Research Achievements in 2022

In 2022, FDCT approved the funding for 214 projects with a total amount of approximately MOP 353 million, of which nearly 90% were dedicated to application-oriented research projects, mainly focusing on areas such as comprehensive health, information technology, and engineering and materials.
According to the eligibility of the applicants, FDCT divided the general scientific research funding scheme into the enterprise-led “Funding Scheme for Enterprise Innovation and R&D” and the mainly university-oriented “Funding Scheme for Scientific Research and Innovation”. This move was to build a progressive support system for the R&D activities of enterprises and promote the integration of university scientific research and enterprise needs. It was aimed to support the innovation and R&D of enterprises and the transformation of scientific research achievements whilst enhancing research strength and original cutting-edge innovation capabilities. Besides, additional overall research investment was given to Macao to accelerate the cultivation of emerging industries and boost the moderate economic diversification of the region.


  At the conference, FDCT summarized the results of related measures taken as follows:
  • Major support has been provided to promote the collaboration between the promising R&D projects that can be transformed and competitive enterprises or hospitals, so as to facilitate industry-university-research partnerships.
  • Outcomes achieved by funded projects have been gradually applied or entered the transformation stage, including the SD-WAN and multi-controller detection management platform, the intelligent voice recognition-based smart hotel system, the application of nano-foamed concrete in the fourth cross-sea bridge, and the printing defect detection method.
  • Enterprises have been encouraged to invest more in supporting facilities and 17 partnerships have been reached via the Online Industry-University-Research Matching Platform through promotional activities such as matching services and roadshow, strengthening the collaboration among the industry, university, and research institute.
  • The operation of scientific research platforms has initially yielded results. The Macao Centre for Research and Development in Chinese Medicine has brought in large pharmaceutical enterprises such as Guangzhou Pharmaceutical Holdings Limited (GPHL), CR Sanjiu, Guangzhou Xiangxue Pharmaceutical Co., Ltd, and Pien Tze Huang Pharmaceutical, with upwards of MOP 30 million of enterprise supporting funding in place. The three newly-established platforms are expected to further facilitate industry-university-research cooperation and achievement transformation.
  
Integration of Scientific Research Achievements and Social Capital Tops the Agenda 2023 of FDCT

In 2023, FDCT will work on the following three areas:
  • Implement the new work orientation of “funding as a leverage” based on the existing “funding as a guide”  to enhance the ability of scientific research achievements to attract social capital;
  • Strive to launch major projects to set the stage for further improvement of overall industrial competitiveness in Macao;
  • Pilot the model of “enterprises as problem setters” and promote industry-university-research partnerships with a focus on enterprise needs and achievement implementation.
