FDCT held a Meeting on the Compilation of the Macao Key R&D Projects Guideline

        From August 23 to 24, the Science and Technology Development Fund (FDCT) held an online Meeting on the Compilation of the Macao Key R&D Projects Guideline. The meeting was hosted by a member of FDCT’s Administrative Committee Ip Kuai Lam. Attending the meeting were the member of FDCT’s Administrative Committee Cheang Kun Wai, technology consultant Liu Lianggang, Senior Managers Chu Iek Man and Chan Kong On, the China Science and Technology Exchange Center’s Deputy Director Wu Cheng and Division Head Guan Haibo, as well as Deputy Directors of Science and Technology Assessment Centre of the Ministry of Science and Technology Wu Sihong and Tao Peng. Experts from the Mainland including Zeng Changqing, Nie Guangjun, Yang Zhi, Bi Nan, and Yao Yuan in the field of precision medicine; Fan Yubo, Xi Tingfei, Wang Hao, Wei Wenbin and Wang Shu in the field of biomedical materials; Luo Yi, Li Jinmin, Wu Ling, Liu Ronghui and Guo Xia in the field of optoelectronic materials, Wang Shuo, Sun Nianjun, Wang Yingchun, Qin Shiyin and Duan Xingguang in the field of intelligent robots, and 33 experts in related fields from Macao were invited to the meeting.

        Ip Kuai Lam said in his speech that, the general projects supported by the FDCT previously were all “bottom-up”. Since the implementation of the key R&D projects in 2019, key projects oriented by application and achievement transformation were supported, thereby improving the FDCT’s funding scheme system. This year, the FDCT continued to solicit topics for projects from eight scientific research institutions in Macao, and finally gathered 54 project topics that combine the institutions’ own fundamental characteristics and advantages. According to the Policy Address for the Fiscal Year 2022 of the SAR government, the Second Five-Year Plan for Economic and Social Development of the Macao Special Administrative Region (2021-2025) and the Master Plan of the Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, biomedicine, artificial intelligence and advanced materials are listed as key development fields. Therefore, the FDCT has selected “precision medicine”, “advanced materials (biomedical materials and optoelectronic materials)” and “intelligent robots” as the key direction compilation guideline for this year. He emphasized that the compilation of the guideline should be in line with the national development strategy, give full play to the special advantages of Macao, conform to the development trend of related disciplines, and adapt to the needs of relevant industries, so as to better promote industry-university-research integration and foster the transformation and application of scientific research results.

        Wu Cheng said in her speech that, the scientific and technological cooperation between the Mainland and Macao has become increasingly close. The Ministry of Science and Technology of the People’s Republic of China has always attached importance to and supported the development of Macao’s science and technology. The compilation of the Macao Key R&D Projects Guideline must meet the “needs of the country, the strengths of Macao”, and accelerate the transformation of scientific research results through the implementation of the project. As entrusted by the FDCT, the Exchange Center will arrange experts with experience in compiling relevant guidelines to participate in the compilation of guideline direction to be developed this year, and give full play to their professional and management advantages. It is expected that such practices will contribute to the moderately diversified development of Macao’s economy.

        Subsequently, experts from the two places spoke separately. Mainland experts mainly introduced the country’s strategic deployment in related fields, the establishment and implementation of national key R&D plans, etc, whereas Macao experts mainly introduced the development status, research conditions and research capabilities of their units in relevant fields, and put forward suggestions on resource arrangement and guideline compilation. Experts from the two places also conducted in-depth discussions on the orientation, development direction and final goal of the guideline. They both agreed that the development of key R&D projects in Macao is of great significance to the development of science and technology in Macao, and the content of the guideline should comprehensively consider the relationship between “the country and Macao” and “frontier and implementation”. Finally, FDCT held a closed-door meeting with mainland experts to discuss in-depth the content, acceptance indicators and specific requirements of each guideline. In addition, Mainland experts also put forward suggestions for Macao to implement key R&D projects and finalized the guideline content.

        The China Science and Technology Exchange Center will compile a complete guideline based on the opinions of experts, and the FDCT will work with the Center to improve the content of the guideline. Applications will be open upon completion.
