I、Subject Matter and Objectives
This scheme aims to establish an awards framework for the Science and Technology Development Fund (FDCT) to reward individuals, private entities, and public entities that have made significant contributions through scientific and technological research and development activities, thereby boosting the motivation and innovation of science and technology professionals in the Macao Special Administrative Region (Macao SAR), while fostering the development of science and technology and supporting appropriate industrial diversification.
II、Award Categories and Types
1. The Science and Technology Awards include:
1) Natural Science Award: conferred on individuals who have achieved influential academic results in fundamental research and applied fundamental research;
2) Technological Invention Award: conferred on individuals who have applied scientific and technological knowledge to invent innovative products, technologies, or materials with commercial potential;
3) Science and Technology Progress Award: conferred on individuals who have contributed to the application and dissemination of advanced scientific and technological achievements, resulting in substantial economic or social benefits.
2. Scientific and Technological R&D Award for Postgraduates: conferred on postgraduate students who have actively participated in scientific and technological research and development at higher education institutions and played a significant role in the process.
3. Special Award: conferred on individuals or legal entities engaged in scientific and technological activities in the Macao SAR who have received the State Natural Science Award, State Technological Invention Award, or State Scientific and Technological Progress Award of the People’s Republic of China.
1) Macao SAR residents;
2) Individuals who have obtained a work permit in the Macao SAR;
3) Students enrolled at a higher education institution with its main campus located in Macao SAR.
* Applicants for the Natural Science Award must be the first author or corresponding author of the relevant academic work, and any entity linked to that authorship must be legally established in the Macao SAR or the Cooperation Zone.
** Applicants for the Technological Invention Award or Science and Technology Progress Award must be the inventors of the relevant technological outcomes, and either they or their affiliated entity (legally established in the Macao SAR or the Cooperation Zone) must hold the intellectual property rights to those outcomes.
*** If an applicant for the Science and Technology Progress Award is not the inventor, they or their affiliated entity (legally established in the Macao SAR or the Cooperation Zone) must have secured rights to adapt or license the technological outcomes via an authorization letter or contract and must have contributed to subsequent research and development.
2. Results submitted for award applications must meet the following criteria:
1) For the Natural Science Award, the academic work must have been published and available publicly for at least two years;
2) For the Technological Invention Award, the invention must have been completed for at least two years;
3) For the Science and Technology Progress Award, the outcomes must have been implemented or promoted for at least two years.
3. If the results involve collaboration among multiple individuals or entities, the applicant must provide a declaration confirming that all collaborators consent to the use of the results for the application.
* If the applicant is the second author or secondary contributor, the dissertation advisor used for the corresponding degree category must be the first author or primary contributor of the outcomes.
2. Applications are divided into two categories:
1) Doctoral Category: For those who hold or are pursuing a doctoral degree or equivalent;
2) Master’s Category: For those who hold or are pursuing a master’s degree or equivalent.
* Previous winners in any category mentioned above cannot apply in the same or a lower category.
3. Applicants at institutions with main campuses located in the Macao SAR must obtain a recommendation from their institution. Those at institutions outside the Macao SAR must be Macao SAR residents and obtain a recommendation from their thesis supervisor for the relevant degree category.
1) Macao SAR residents;
2) Individuals who have obtained a work permit in the Macao SAR;
3) Students enrolled at a higher education institution with its main campus located in Macao SAR.
2. The above-mentioned individuals or entities must be among the top three recipients in winning the State Natural Science Award, State Technological Invention Award, or State Scientific and Technological Progress Award.
2. Each Science and Technology Award must have at least five recipients.
3. The Postgraduate Science and Technology R&D Award shall comprise a total of thirty awards, of which at least half shall be reserved for Macao SAR residents.

Recommendation letters from two individuals who are not associated with the project team and hold positions of at least associate professor level;

A recommendation letter from the applicant’s higher education institution;
|
A recommendation letter from the dissertation advisor corresponding to the category of the application;
|
Proof of winning the State Natural Science Award, the State Technological Invention Award, or the State Scientific and Technological Progress Award, along with related application documents.

Proof of academic or technical outcomes (e.g., publications, papers, reports, patents, software copyrights, standards and specifications), limited to 5 items for the Natural Science Award and 10 for the Technological Invention Award and the Science and Technology Progress Award;

IX. Initial Review
2. If the FDCT considers that the application has omissions or is incomplete, it may require the applicant to supplement the relevant documents or information within fifteen days.
3. The Administrative Committee of the FDCT may reject the application in any of the following circumstances:
1) Failure to comply with the provisions of Articles III to V and VIII;
2) The project or outcomes on which the application is based do not belong to the field of science and technology;
3) The applicant fails to address any omissions in the application within the specified period referred to in the preceding subparagraph;
4) During the same application period, the applicant submits more than one application for Science and Technology Awards, or the same results are used to apply for multiple Science and Technology Awards;
5) Applying for Science and Technology Awards based on results that have previously been used to grant Science and Technology Awards;
6) Applying for Science and Technology Awards or Special Awards based on results that have previously been used to grant Special Awards;
7) The same interested party submits another application for Science and Technology Awards within four years of the date of cancellation of the award.
X、Assessment Methods and Criteria
2. The Committee may require on-site inspections or presentations for projects and may invite peer experts to provide external reviews or attend evaluation meetings.
