Guangdong and Macao Sign a Cooperation Agreement on “Joint Funding for Guangdong-Hong Kong-Macao Joint Laboratories”, Bringing Mutual Cooperation on Scientific Research to a New Level

On the afternoon of 28 February, the second meeting of the Guangdong-Macao Expert Group on Cooperation in Sci-Tech Innovation was held in Macao. During the meeting, the Department of Science and Technology of Guangdong Province (GDSTC) and the Science and Technology Development Fund (FDCT) held a signing ceremony of the “GDSTC-FDCT Work Plan on Joint Funding for Guangdong-Hong Kong-Macao Joint Laboratories”. Director-General Wang Yueqin of GDSTC and President Che Weng Keong of the Administrative Committee of FDCT signed the agreement on behalf of the two sides. The signed work plan marks the further enhancement of the cooperation between GDSTC and FDCT in broader areas.

Previously, the establishment of Guangdong-Hong Kong-Macao joint laboratories was led by institutions from Guangdong Province in collaboration with universities, research institutions and enterprises from Hong Kong and Macao, solely or jointly applied. With the signing of the work plan, Macao universities are able to take the lead in building the Guangdong-Hong Kong-Macao joint laboratories, which will be jointly funded by GDSTC and FDCT. GDSTC and FDCT will work together to review, approve, manage such joint laboratories, as well as conduct joint acceptance check.

GDSTC has started building the Guangdong-Hong Kong-Macao joint laboratories since 2019. So far, 31 joint laboratories have been established, and Macao institutions have contributed to the establishment of 17 of them. After signing the agreement, it will be the first time for Macao to lead the establishment of a joint laboratory by leveraging the resources from both Guangdong and Macao. It indicates that the scientific research cooperation between the two sides has entered a new phase. While leading the establishment of joint laboratories, Macao will focus on the key areas and research hotspots of common concerns of Guangdong and Macao, in line with the national strategies and based on the sci-tech innovation and economic and social development of the Guangdong-Hong Kong-Macao Greater Bay Area. Macao will also conduct applied research and key core technology research in the fields of Macao’s advantageous disciplines, promote the transfer and transformation of research findings, develop and build talent pools, as well as conduct extensive cooperation and exchanges, aiming to actively build a top-notch carrier and platform for sci-tech innovation. Moreover, the establishment of joint laboratories dominated by Macao will help expand Macao’s sci-tech resources, facilitate the transformation of scientific research findings in Hengqin, encourage the participation of Macao’s sci-tech enterprises, and integrate the superior resources of Guangdong and Macao. During collaborative innovation, collaborative research and synergistic development, Macao will deepen the integration ofindustries and scientific research, and boost industrial development with innovation.
