FDCT’s Delegation to Portugal for Conference and Visits

        In order to explore more advantages of Macao serving as a China-Portugal platform for cooperation, a delegation led by President Che Weng Keong from the Administrative Committee of the Science and Technology Development Fund (FDCT), visited Portugal from 4 to 7 December. The objective was to participate in the 30th Anniversary Conference for Celebrating the Signing of the Scientific and Technological Cooperation Agreement between the Governments of China and Portugal. The delegation also paid visits to local universities, research institutions and innovative pharmaceutical development enterprises.
 
Participation in the 30th Anniversary Conference for Celebrating the Signing of the Scientific and Technological Cooperation Agreement between the Governments of China and Portugal
        The Embassy of China in Portugal, together with the Macau Scientific and Cultural Centre of the Ministry of Science, Technology and Higher Education of Portugal, jointly organised the 30th Anniversary Conference for Celebrating the Signing of the Scientific and Technological Cooperation Agreement between the Governments of China and Portugal on 5 December in Lisbon, both offline and online. The conference was attended by Ambassador Zhao Bentang from the Embassy of China in Portugal, Vice President Xu Jie from the Department of International Cooperation of the Ministry of Science and Technology, President António Bárbara Grilo from the National Innovation Agency of Portugal, President Cármen AmadoMendes from the Macau Scientific and Cultural Centre of the Ministry of Science, Technology and Higher Education of Portugal, Deputy Director Liang Qinru from the Department of Science and Technology of Guangdong Province, President Che Weng Keong from the Administrative Committee of the FDCT, and representatives from institutions such as Macao Economic and Technological Development Bureau, Macau University of Science and Technology (MUST), Academia Europaea, and University of Lisbon. Astronauts from the Shenzhou-17 mission sent their blessings for China-Portugal technological cooperation in English and Portuguese. Speeches were also delivered via video by Academician Zhong Nanshan, and Director Wang Lei from Zhuhai Municipal Bureau of Science and Technology Innovation.
        Ambassador Zhao Bentang pointed out in his speech that technological innovation is an important part of the traditional friendship between China and Portugal. To promote open, fair, equitable and non-discriminatory international science and technology cooperation, adhere to “developing science for the benefit of all regardless of borders”, and jointly build a global science and technology community, China has put forward the International Science and Technology Cooperation Initiative, stating that China upholds scientific integrity, innovation-driven development, open cooperation, equality and inclusiveness, solidarity and coordination and win-win outcomes for all.
        President António Bárbara Grilo from the National Innovation Agency of Portugal expressed that Portugal attaches great importance to technological innovation cooperation with China. The agency hopes to strengthen technological cooperation with China and to promote mutually beneficial and win-win technological innovation research.
        President Alex Che from the Administrative Committee of the FDCT indicated that in order to promote technological exchange and cooperation between Macao and Portugal, under the support of the national government, Macao, the Guangdong-Macao In-depth Cooperation Zone in Hengqin and Zhuhai jointly built the “Centre for Cooperation and Exchange of Science and Technology between China and Portuguese-speaking Countries”. The operation of the dual-centre model in Macao and Hengqin, in combination with the research, market and policy advantages of Macao, Zhuhai and Hengqin, will enable both China and Portugal to build a complete industrial chain in the field of technology. In addition, the FDCT will continue to actively engage with the Foundation for Science and Technology of Portugal to discuss the launch of a new round of joint research funding to support cooperation between researchers from both regions and strengthen exchanges.
        Professor Arlindo Oliveira, President of the Institute for Systems and Computer Engineering, Technology and Science (INESC) in Portugal, and Professor Viegas from University of Lisbon, who is also the winner of the Chinese Government Friendship, shared their experiences of long-term technological cooperation with Chinese scientists and expressed their expectations for a brighter future of China-Portugal technological cooperation.
 
Visits to Local Universities and Research Institutions
        During the delegation’s stay in Portugal, President Che Weng Keong from the Administrative Committee of the FDCT and Division Head Lei Chon Kit from the Economic and Technological Development Bureau visited local universities and research institutions, including University of Lisbon, Institute of Chemical and Biological Technology António Xavier (ITQB), Institute of Experimental and Technological Biology (iBET), CENIMAT|i3N, Champalimaud Foundation, and Technophage Pharmaceuticals. They also visited the joint laboratory for infectious disease modelling co-established by the MUST, Guangzhou Medical University and the INESC-ID of Portugal. President Alex Che highlighted to the visited institutions with topics such as the latest developments in Macao’s technology, the operation of the FDCT, and plans for technological cooperation with Portugal, aiming to achieve complementary advantages, enhance cooperation in research, industry-academia-research, and enterprise cooperation between the two places.
        Through this visit, we gained a deeper understanding of technological development in Portugal and learnt about the local research capabilities in areas covering health sciences, bioengineering and materials engineering. We also discovered extensive opportunities for collaboration between Portugal and Macao. Additionally, we established contacts with various institutions and had preliminary discussions on the areas and modes of cooperation. This will accelerate the development of high-tech industries in Macao, promote the construction of an international science and technology innovation centre in the Greater Bay Area, as well as involve higher-level participation in international innovation cooperation. Furthermore, we will continue to deepen cooperation with Portugal in the field of science and technology, facilitate the commercialization of science and technology, enhance the competitiveness of enterprises involved, provide greater market development space, as well as intensify efforts to develop high-tech industries, making them a new growth point for Macao’s economy in the future.
