The Two State Key Laboratories passed the acceptance review, providing strong support for the development of the science and technology industry

To promote the integration of science and technology in industry, and academic and research institutes is regarded as an important policy guideline of the SAR government. With the continuous accumulation of scientific research achievements of the State Key Laboratories in Macao, the Science and Technology Development Fund (FDCT) will create favorable conditions to strengthen the transformation of achievements and industrialization of the laboratories, so as to better support the construction of the International Innovation and Technology Hub of the Guangdong-Hong Kong-Macao Greater Bay Area, as well as promote the moderate diversification and sustainable development of Macao's economy.

On May 12th and 13th, FDCT, together with the relevant departments of the Ministry of Science and Technology of the People's Republic of China, carried out the acceptance review for the two State Key Laboratories. The State Key Laboratory of Internet of Things for Smart City and the State Key Laboratory of Lunar and Planetary Science successfully passed the acceptance review, upon the assessment by the expert groups.

The establishment of the above-mentioned two laboratories was approved by the Ministry of Science and Technology of the People’s Republic of China in July 2018. The State Key Laboratory of Smart City Internet of Things is located at the University of Macau, mainly carrying out research on technology of the Internet of Things (IoT) related to smart cities, including: research of common basic scientific issues of smart cities, smart energy for IoT, smart transportation based on IoT, and public safety monitoring and disaster prevention in cities. On the other hand, the State Key Laboratory of Lunar and Planetary Sciences located at the Macau University of Science and Technology focuses on research of planetary geology and evolution, planetary atmosphere and environment, moreover, it also actively participates in scientific missions for deep space exploration in the Mainland.

State Key Laboratories must undergo acceptance review after their construction is completed; and the acceptance review of the State Key Laboratories in Macao has also been listed as the major task of the Mainland and Macao Science and Technology Cooperation Committee for 2020-2021, in accordance with the Measures for the Construction and Operation Management of State Key Laboratories. As the competent authority of the State Key Laboratories in Macao, FDCT will join hands with relevant departments of the Ministry of Science and Technology of the People's Republic of China to invite 10 experts from related professional fields and with experiences in managing major scientific research platforms to form two expert groups, with 5 members each, to carry out the acceptance review. 

During the acceptance review, the expert groups were briefed on the working conditions in the construction process of the laboratories, representative research results as well as future development plans by representatives from the two laboratories. The groups also carried out on-site inspections to the laboratories’ sites, research conditions of the equipment and instruments, and had in-depth exchanges with the representatives of the laboratories. On this basis, the expert groups conducted thorough discussion on various aspects of the laboratories including: research fields, establishment of research teams, conditions of scientific research, construction of systems, opening up to the outside world as well as funding input, and summarized a detailed evaluation report based on the content of the discussion. The leaders of the two expert groups expressed opinions of the evaluation at the press conference, and the two groups also revealed that the construction of the two laboratories has been completed as planned and has successfully reached their expected targets. Moreover, it is also suggested that the laboratories should combine the characteristics of Macau and the Guangdong-Hong Kong-Macao Greater Bay Area, fully leverage Macau’s international advantages as well as talent resources, further improve and focus on key research fields, and strengthen the integration of different research directions so as to meet the actual needs of Macao; further attract talents at home and abroad; enhance the cultivation of top-level talents for scientific research; as well as strengthen international communication and cooperation so as to further improve the international influence and leading position of the laboratories.

As the base for national-grade science and technology innovation, State Key Laboratories in Macao are an important component of the national innovation system. Macao is the only city on the west coast of the Greater Bay Area that has its own State Key Laboratories. The State Key Laboratories are essential for Macau to become the core city of the "Guangzhou-Shenzhen-Hong Kong-Macao" Science and Technology Innovation Corridor. Furthermore, the establishment of the State Key Laboratories has also provided Macao with better conditions for conducting research in related fields, attracted a group of outstanding scientific research talents to Macao, and also cultivated a group of outstanding local talents in the field of science and technology, strengthening high-quality academic exchanges between Macao and the Mainland and foreign countries while significantly improving Macao’s scientific research capability and level of research.
