The Macao Promotion Conference on the 2nd China (Hengqin) Scientific and Technological Entrepreneurship Competition

The Macao Promotion Conference on “The 2nd China (Hengqin) Scientific and Technological Entrepreneurship Competition” jointly hosted by the Administrative Committee of Hengqin New Area and the Science and Technology Development Fund (FDCT) was launched yesterday. The competition is open for registration from now until March 2, 2020. The objective is to further promote this competition to become a sound business card and brand for Hengqin, gather innovation elements such as high-tech entrepreneurial projects, venture capital institutions and technical experts in Hengqin, and attract winning teams with original breakthrough technology and industrialization capabilities to settle in Hengqin. The competition has set up a special Macao channel this year, and the winners of the grand final will be awarded a gratuitous subsidy up to RMB 100 million.
 
The Promotion Conference was held at 4pm on December 10 on the 7th floor of Centro Comercial Cheng Feng. Ma Chi Ngai, President of the Administrative Committee of the FDCT; Cheang Kun Wai, member of the Administrative Committee of the FDCT; Liu Lianggang,  Technology Consultant of the FDCT; Xu Jun, Deputy Director of the Economic Affairs Department of the Liaison Office of the Central People’s Government in the Macao S.A.R.; and Wu Chuangwei, Deputy Director of the Administrative Committee of Hengqin New Area, attended this conference.
 
The competition focuses on four fields including integrated circuit (IC) and chip design, big data and artificial intelligence (AI), biological medicine and medical equipment, and new materials. Participating projects must be innovative and have high-potential without disputes over property rights. The project teams shall participate in the form of enterprises which are willing to operate in Hengqin. The projects from the Macao channel are ranked separately in the preliminary competition, field investigation and final. After the competition enters the grand final stage, the Macao channel will not be set up separately. In the grand final, there are no more than 10 awards for the winning projects, and the total gratuitous R&D funding is RMB 300 million.
 
Ma Chi Ngai suggested that the project funding budget for the FDCT increased from MOP 247 million in 2018 to MOP 535 million in 2019. The FDCT has launched joint research funding with the Department of Science and Technology of Guangdong Province. This year, a total of 14 projects were approved with a total funding of more than MOP 15 million; for the third consecutive year, a corporate innovation R&D funding program was launched, and 18 projects of the year 2018 were approved with a total funding of over MOP 18 million; and 10 key R&D special grants have been initially approved, with a total funding of MOP 86 million. In order to implement the Greater Bay Area plan, Macao expects to host an entrepreneurship competition with the Administrative Committee of Hengqin New Area, to further create an atmosphere of innovation and entrepreneurship and attract teams with original breakthrough technology to the Greater Bay Area.
 
Wu Chuangwei stated that combining the development foundation and natural endowments of Hengqin and Macao, this competition will be oriented globally to welcome all entrepreneurial teams with sound industrial prospects and key technology breakthroughs. The Macao channel is set to ensure that a certain percentage of projects with Macao elements enter the grand final. This competition is an initiative to create a cross-border scientific and technological entrepreneurship competition to explore a new mode of cooperation between Guangdong and Macao under the policy of “one country, two systems”. By the end of November this year, there were 2,064 Macao-funded enterprises in Hengqin New Area, an increase of 46% year-on-year; 693 Macao-funded enterprises were newly established, an increase of 152% year-on-year, among which more than 400 are engaged in scientific research and technology services, accounting for about 21% of the total number of Macao-funded enterprises in Hengqin. Macao science and technology projects are cordially invited to learn more about Hengqin and settle there.
 
Ho Kuok Tou, member of the previous winning team and founder of the AI automotive chip project of the Pachira Information Technology (Beijing) Co. Ltd., shared that the award helped facilitate the development of the project. He also suggested that participants should not take the competition as their sole intention, let alone blindly follow the Internet boom; instead, they should stick with what they excel at and want to do. He bluntly said that the failure rate of startups is 90% or more, but it is crucial that society and the government encourage them to keep trying and making persistent efforts for continuous improvement.
