Macao Science and Technology Development Fund Held Press Conference for Annual Work Reporting

510 projects were approved last year for subsidy of more than 260 million Patacas. In addition to the two funding schemes for higher education institutions already launched this year, the Science and Technology Development Fund (FDCT) plans to launch four new funding programs. The budget of FDCT for this year is 540 million Patacas, a twofold increase from last year, which demonstrates the Macao government’s great support for science and technology innovation, according to the FDCT.
 
Scientific research projects accounted for 85%

The report conference was held at 3pm yesterday in a conference room of the Government Information Bureau at China Plaza, presided by Ma Chi Ngai, President of the Administrative Committee of FDCT, and Committee Members Cheang Kun Wai and Chan Wan Hei. According to Ma, there were 639 projects of different kinds last year applying for more than 610 million Patacas. 510 projects of them were approved and granted more than 260 million Patacas (MOP261,366,394.00). Among them there were 202 scientific research projects granted 220 million Patacas, which accounted for 85% of the total funding amount. Besides, more than 30 million Patacas was granted for science popularization projects.

Ma introduced the FDCT’s work to promote the construction of the State Key Laboratories in Macao, science popularization and the development of Smart City. For example, it completed the public consultation on the Strategies for Developing Macao into a Smart City and Construction in Its Key Areas last year and has compiled and submitted the official text to the Chief Executive for reference. 
 
Precision medicine and artificial intelligence 

Looking to the year ahead, in addition to the Funding Scheme for the Scientific Research Devices and Equipment of Higher Education Institutions and the Postdoctoral Researchers Funding already launched in January, other plans of the FDCT include launching the major special funding program for innovation and technology, funding a new technology innovation center, launching joint research funding with Guangdong Province and science popularization funding for disaster prevention and mitigation projects, assisting the Alibaba Group in cooperating with academic institutions in Macao to organize a series of technical courses, hosting the 2019 Internet + Smart City Summit and the 34thChina Adolescents Science & Technology Innovation Contest.

In response to the media, Ma explained that the new major special funding program and technology innovation center would initially target precision medicine and artificial intelligence considering the current science research foundation of local higher education institutions, with the aim of adding a State Key Laboratory or National Engineering Research Center to Macao. 
 
A budget of 540 million Patacas this year

Ma concluded that the FDCT will continue to enhance the research capacity and scientific level of Macao and promote sustainable science and technology development. The FDCT will also uphold the principle of prudent review and approval of funding, and promote the scientific research and science popularization in Macao by the means of various types of subsidies, scientific research awards, State Key Labs, workshops on different themes and science popularization activities.

According to Chan Wan Hei, the budget of FDCT this year is 540 million Patacas. The combined form of subsidy and loan funding will be launched for the first time for the Funding for Enterprise Innovation and R&D. The twofold increase of budget demonstrates the Macao government’s great support for science and technology innovation.

According to Ma Chi Ngai, President of the Administrative Committee of the FDCT, several new funding programs will be launched this year, for which the FDCT will uphold the principle of prudent review and approval while promoting the local development of science and technology. At the press conference held by the FDCT to report its work in the year of 2018 yesterday, Ma pointed out that there were 639 projects of different kinds last year applying for more than 610 million Patacas. 510 projects of them were approved for subsidy of more than 260 million Patacas. In addition to the Funding Scheme for the Scientific Research Devices and Equipment of Higher Education Institutions and the Postdoctoral Researchers Funding already launched in mid-January, FDCT will launch the major special funding program for innovation and technology, fund a new technology innovation center, launch joint research funding with Guangdong Province and science popularization funding for disaster prevention and mitigation projects, assist the Alibaba Group in cooperating with academic institutions in Macao to organize a series of technical courses, host the 2019 Internet + Smart City Summit and the 34thChina Adolescents Science & Technology Innovation Contest. Going forward, the FDCT will uphold the principle of prudent review and approval, continue to support the directions set out in the policy address of Macao SAR Government, and promote scientific research and science popularization in Macao by the means of various types of subsidies, scientific research awards, State Key Labs, workshops on different themes, science popularization activities, etc. It will also promote the development of Smart City in Macao, create more development opportunities for the science and technology industry and put in more efforts to cultivate talent. After reporting the annual work, the FDCT signed a cooperation agreement with the Macau Productivity and Technology Transfer Center and WeBank Co., Ltd. of Shenzhen, aiming at encouraging local industry to take part in and promote technology innovation such as blockchain technology, as well as enhancing the productivity and competitiveness of local enterprises.
